The Council is composed of the EU Social Partners in the Commerce sector, representing the industry and workers’ organisations, as well as the National Industry Skills Partnerships involved in education, training and employment in Commerce-related industries.
Over time, and upon agreement of ESSC governing body, membership will be extended to education and training institutions, technical centres, research organisations, public authorities, national trade unions and sectoral associations, as well any other national or international entity operating in the Commerce sector and those whose action closely relates to education, training and employment for Commerce.

The Council has the support of the European Commission in the starting phases.
The European Sector Skills Council for Commerce is established in Brussels and convenes at least once a year.
